I Have had this happen too. Starching should help. Strips that are cut the width of the fabric have more stretch than strips that are cut the length of fabric. If you stretch the fabric to fit when sewing two strips together, they will pucker. I do not always have enough fabric to cut my boarders on the length of grain, but when I have enough , I cut then that way. I measure the quilt in three places, cut the average length and cut the boarder strips. This gives me a boarder without puckers. Sashing strips are another matter, I find that they are best cut the width of the fabric.

I saw this posted in the "block" stage. I make a lot of minis and have found one extra tedious step to be of help. I always trim my seam allowances to 1/8". It keeps the bulk of the center down a bit which helps later on. Another tip - for those puckery borders - is to draw lines on the inside of the backing - all squared up - and pin for basting matching all the lines. Fabric is a delightful medium as it does have stretch. Tug on it a little and you might be able to ease that darling little beauty into submission! Beautiful, challenging, awesome work! Find it a place of honor somewhere, It deserves it!
