I would go ahead and make the other dark blue blocks,
all the way around and then bind it, if it is big enough by
then. I would not put the light blue (that looks almost
white) as a first border, because having that much light
makes it look like there is a hole in the quilt. It will be
much richer if you finish out eh dark blue blocks all the
way around. Just my 2 cents :).

The 3rd picture, the thin blue border and wider dark blue border.
I would not add more half square triangles, you already have plenty. The borders will work like a frame on a picture
and frame the center section of your quilt.

I vote for the dark(est) HST blocks all around the top.
Toss out your lightest darks and don't use them in the border.
It's a really subtle effect, but it works.
No lights in the border.
If you absolutely can't muster up any enthusiasm for one more HST block, then a border of your darkest blue all around.
The dark will make all the lights in the center sparkle.

I personally love the border idea... why not use 3 borders? a narrow medium blue, then the light blue you show, and then the dark blue you show? that should get you your nine inches and you can be done!!! Or even just the two you show if that adds enough width. I personally love the use of the light then dark in the borders.
