You could tape it to a table and let it hang over...
You could tape it to a table and let it hang over the side (let gravity be your friend) while you baste the first section, then just remove the tape and slide the basted end over the side and work on...

I use fleece on just about all of my t-shirt...
I use fleece on just about all of my t-shirt quilts and don't use batting. But I have never used a long arm for them, so that might make a difference.
