It's entirely up to you. Don't worry about the 11"x11" block. Many patterns have blocks that are 12 inches.

12.5 unfinished size is what most want if you do charity
or swap blocks. quilts of valor or anything yhat will be
worked on by anyone else. I try and keep to that size for
my donations.

personally i like small blocks but blocks can be any size you choose

You can make blocks any size you want...would depend on the quilt you are making, look you want, maybe fabric you have...how many blocks you need for your quilt...I like 8-10" blocks the best...but have made many 12" blocks, 15" blocks...not really any bigger than that but I know I can if I want to.

I have made all sizes of blocks, but mostly 12.5". These go quickly into quilts. I have made a few larger ones, though. I agree, your quilt, your rules.

My Baltimore BOM's are 18" blocks (the first one had 81 pieces!!!) And I have been seriously thinking of enlarging it for a ceterpiece of a table topper.

I guess you could say that a whole-cloth quilt is one big block. Your quilt--your rules.
