It is called Wheel of Fortune and another member here on the QB mentioned it a couple of weeks ago. I had just seen the perfect fabric for it (the B&W pattern) so, here we are.

They're both very nice-- block one is more subtle than the 2nd because there is less contrast between the two pinwheels.

I personally like the extra contrast in the 2nd block since it allows the two pinwheels to stand apart from each other giving the block a more graphic style. I also like the way you alternated the darker and lighter fabrics in the octagon border around the pinwheels on the 2nd block.

2nd one - the contrast settles that block - it is beautiful

first one make me a bit "uneasy" or unsettled feeling.

As a stand alone block, I also would vote for the one on the right; the contrast between the two fabrics allows you to see the two pinwheels to stand out from each other. It would possibly depend on other elements of the quilt, however, so perhaps a bit hard to say. Both are very nice and frankly, if you had only shown the one on the left we would have complemented you on it!
