I use blue painter's tape to mark my rulers. If necessary, I use a Sharpie permanent pen to write on the tape.

Strangely enough you can use Sanford permanent markers on your rulers and then remove the marks by using a dry erase marker on top and wiping with a kleenex. Works for me but please please test before going all out and marking up all your rulers!
This is an old trick that all teachers know! Write over a permanent marker with a whiteboard marker and the permanent is erased. But DON'T get whiteboard marker on fabric - it never washes out. I have many white tops that are proof of this!

I put a piece of tape over the marker, it stays on, when I'm done remove the tape and wipr off.
