My Walmart has waverly fabrics prepackaged into one yard cuts for the patterns and 2,3,4,5 yard cuts for solids. I have used these on several quilts and find them to be good. There are packages of fleece and also cotton/poly in pre packaged amounts. There is no cutting station and it doesn't seem like a quilt store at all. I don't shop at Hobby Lobby so can't say what's there

Presque Isle, Maine still has a very small fabric department.
There is a Marden's next door which has a tremendous fabric department. For the folks who are not in northern New England, Marden's is similar to Ollie's.

the two Walmarts near me in Central Texas did remodeling a few years back and shrunk their craft section to almost nothing, they used to carry quite a few fabrics in 1 yard cuts, batting and a bunch of notions and a bunch of acrylic and all cotton yarns, they have very few fabrics (all pioneer woman) one kind of really cheap looking batting and only really low end acrylic yarns, I think they shrunk down the cross stitch and other crafts way down too
