I put the garland on before the ornaments, just works best for me.

Lights, garland and ornaments. No tinsel, too much temptation for the furcat terrors...LOL It's their favorite time of the year..

I always put the garland on first, because when you buy a tree on a budget, there are gaping holes. You can hang an ornament on the garland to help hide the hole, so the garland has to be there first.

Garland first. My garland is knitted from that gold metallic "hairy" yarn. Just cast on 4 stitches and knit. I love the soft way it goes on the tree. I made it about 5 years ago. I don't know if they still have that yarn.

I have a rustic tree, so I use burlap ribbon and I put it on before the ornaments or it would be hard to get on without knocking off the ornaments..

I use beautiful Christmas ribbon (wide, on sale) and I cut into 20" pieces (Oh, also wire). I then pinch the two ends and stuff the ends into the tree in such a way that the ribbon appears to go in and out of the bows like a single piece. Easy, fast, pretty and you can keep them for next year.

I have garlands of beads and crystals, I drape it on the tip of the branches last.
