How wide do you want this border to be and do you want any of the dark stripe to be at top or bottom so as to be another small border? I have used border fabric similiar to this and have cut the border strips with the 1/4" seam allowance on either side of the placement that I want. for example if you want the dark strip on the top but not the bottom then you would cut 1/4" above the black border and then cuto 1/4" below the PRINT part of the border. Yes the light blue center part of the boder is wasted but maybe you can use it for binding or another project!
Also since the flowers in the border go both ways then you do not have to worry so much ablut the border being upside down. However you may want to think about mitering the corners or putting a cornerstone in it. I recently used a stripe for my border and I did a HQT cornerstone that had the strip matching perfectly. Corner really looked like a mitered corner but was much easier to make and less fasbric.
