    You could always use both... meander white on the white and buy a spool of maroon of some shade and meander maroon on the maroon......

    I would outline each of the blocks with whatever color looks best. Stitch in the ditch with a color that won't show. As Tartan said, it matters what your backing is. Beginners should usually use the same in the bobbin and one top.

    how about meandering in maroon in the white and white in the maroon.

    I quilted a hunters star quilt with off white thread using a pantograph so it was all over my colors were red and white.

    I do it all the time...it will look fine, just keep the size of the meander the same... Are you doing this on your home machine? If so, why not use chalk and mark straight lines around the outer borders...and stitch them. I'd also do a squiggly line on the seams of the sashing to secure each block/sashing color. This is a very cute quilt.
