I was thinking of about 12 by 14 or 16inches, but it depends of the design of the fabric... when I eventually find it.
I'm also debating on if it is possible to have the skirt dimensional, so that the hem is separate to the underskirt. I'll have a play with some scraps first to see if I can do it.

Maybe do sort of a trapunto-like thing for the bodies for dimension.
Of maybe make a doll with a flat back and shaped top, stuff it a bit - dress what will show - and applique it all down.
I don't know - I'm just thinking out loud.

A lot of the fabric in that time frame would have been linen, but I would think linen would be too open weave to use for this. I would consider a nice plain and patterned fabric, even some border fabric for the sleeve ends and the skirt ends to match. Also, handkerchief fabric would be nice if it looks like the fine Irish linen, like Mom's or Grandma's old handkerchiefs that I have. Some of that would make nice sleeves. Even the embroidery edges on the handkerchiefs could be used for the lacy look. Your drawings are great and I hope to see more. Thank you so much for allowing us to see what you are working on.

That is an amazing drawing and will result in a fabulous quilt!
I don't know whereabouts you are in England, but round here my first thought for getting the right fabric would be Abakhan Fabrics (they sell a mixture of different types of fabric, it is a bit of a lucky dip) or maybe somewhere like Simon Boyd (more upholstery style fabric, but some other types - plus they have off-cuts).
Alternatively, eBay, although that also has the lucky dip element in that you don't actually get to see/feel the fabric before you buy it. Or get some old white/cream damask napkins off eBay and dye them yourself?

Hi, thank you for all the suggestions and advice, it's very much appreciated. I've been looking right across the net this evening for fabrics, including handkerchiefs, napkins and Christmas fabric and found several that I like. These are two that I've narrowed down.
bearisgray, that's what i was thinking, and maybe add a little ruffle of lace/fabric under the underskirt to lift it out slightly.
But, the more I look at the fabrics, I'm a little unsure of having a patterned underskirt and dress. Instead, I'm thinking of having the dress plain and edging it with beads and trim, and having the pattern on the underskirt.
