Will take a pic of cupcake who he looks most like but she has been put all week and is a mess. Rocco who is my current avatar is much more like a lamb than is cupcake. Hers is kinda long a silky. His is thick and tightly curled.

Little terrier mix of some sort. Maybe some poodle thrown in. I bet he is close to a yr old...probably fixed already. If he belonged to someone, he could have a chip in his ear and any vet will check that at no charge.

He probably has terrier in him, most important he looks very cute and needs a good home that will get him vet care and find a good groomer to fix him up. Needs to be neutered when he is old enough. Most breeders will dock the tails shortly after birth. I doubt he was born that way. He was probably dumped. I got a pure bred Poodle years ago that had been dumped, I gave him a good home, vet care, and regular grooming for 9 years, health problems that could not be fixed took him. Much more grateful and loyal than the Poodles I bought. His name was Charlie.

My MIL used to call these "sooners". Don't know what it meant, but that's what she called 'em!

Oh he's soooo cute! If I lived closer I'd take him if you can't find the owner.

From your description, he sounds like a poodle, as for the boy parts,he has probably been neutered.

The tails of some breeds are docked while they are very young.
