I would put a narrow border, about 1 or 2 inches close to the edge then add a larger border around it to make it the size you want. I would use a allover print or non directional print around it.

I would fussy cut all the blocks and birds out. Use sashing to make the blocks all the same size and use the birds in the border.

My daughter just did a jungle quilt for a friend's new baby. She fussy cut the animals and built the quilt around it. It came out fantastic! You could build each block to end up with 12" blocks even if the center picture is a different size. Good luck!

A local quilt teacher has come up with this method of framing a fabric you don't wanna cut... hmmm, isn't there a term for that? Anyway, would this work?
