Joann's (Mays Landing, NJ) had 3 baskets of clearanced buttons by the fabric cutting table. Most cards were 25 - 50 cents a card. Students get an additional 20% off with ID. Thankfully I had my daughter with me. I was told they were getting new racks, so they were moving their stock.

markdowns and sales are nationwide. It just depends on how much stock they have left when they get the list. One of the major fabric and notions clearances is happening now because we get new stock in August.
