Just guessing - but what if you had the 9 patches in the diagonal rows - corner to corner, then put the rows of three where you removed the 9 patch.

It looks just fine like it is. You could swap some of the nine patches around, if you like, to mix up those with five white squares a little more. There are two of them in the second horizontal row and three in the third horizontal row. Then there are two more (I think): in the top left corner and the second block in the bottom row.

What a cheerful quilt! Perfect for a one year old. I like it a lot.

The above are excellent suggestions. I suggest you add a wide'ish white border and then bind the quilt with one of the darker colors.

Depending on how much work you want to do, you might add multiple borders: a thin dark border, a wide white border, another thin red-or-orange border, finishing with either a binding of either blue, green, or yellow.

    FWIW, I LOVE this quilt!!!

How about trying to make connecting "roads" of the rail fence blocks since it's for a little boy. When he's older, he may want to drive his cars and trucks along the roads. Just a thought.

I would switch the bottom right block with the 3rd nine patch .
    block in the 5th row.
