It is easy to snuggle up with, large enough to use on top of a bed (but not cover the whole top with overhang) for warmth and not so heavy and hard to drag around as a big quilt. It also can be most any pattern and colors as it is not going to be used as a decorator specific item like a bed quilt. It is the size that I make for gifts of any ages.
For those who are making quilts for people to take to college make sure you mark your quilts with names and labels that aren't easily removed as the communal life of college students (whether in the dorm or apartment) makes it easy for things to come up missing.
Very good answers here. These children will not get these quilts for three to ten years. She wants to store them until they graduate.
I would make them mid sized, as others have said. And don't forget the strong label.

I made my recently graduated granddaughter a queen size quilt in her favorite colors. I would call it a "big girl quilt" . She was thrilled with it. I figure she can take it with her whatever she decides to do with her life. She is going to college locally so doesn't need a dorm quilt. The others went away to college so they got good size dorm quilts. I think they appreciate them more if they have a little say in what they want, colors, size, etc.

I make graduation quilts that are a large throw and less than a twin sized. I know some quilters make long twin sized so the precious grand can take the quilt to college with them. But honestly, unless you know they love quilts, it may not make it to college at all. If I were making ahead, I would make a beauty that was not age or interest specific but rather a quilt that you would love to bless them with. It is a piece of you given to them.

I would let the amount of t-shirts I have available decide the size but nothing smaller than a generous twin. That way it would be good for dorm rooms or the couch.
