I really love the churndash as a framing block for fussy cuts. It works great with coordinating fabrics!!
Here is the link to the board tutorial for doing this and it has photos too!

I would be one that would have a hard time deciding to cut the fabric at all. Perhaps make a grid to sew over the fabric to look like looking into an aquarium. ...or large attic windows.

I haven't read all of the posts, so I hope I haven't duplicated anything.

Just a thought, maybe you could do a strip quilt with 5" strips, if that would be wide enough for the seahorse design to show. You could always do a wider strip quilt. The plain color and then the seahorse design. That would be pretty. Put the seahorse fabric on outside edge in a wide strip. then the edging with the plain color.

Many good suggestions. I like the idea of #1.Storm at Sea, #2 Attic Windows, or #3 Churn Dash..... all beautiful examples. Whatever you choose, I am sure you will do a beautiful job. And for goodness sake, post a photo of your work when you finish. I think you have a real big fan club!! ;)

you could also check out books with quilt block patterns your own or at library or from friends. Looks like lots of good suggestions here though.
