    The only time I put a ruffle on a quilt - I used wide eyelet lace and sewed a basting stitch on the bottom edge, scrunched the fabric up and sewed it to the top binding edge then sewed the binding edge to the top and flipped it over and hand sewed it down . It worked for my granddaughter
