My guess - he's been trying to sell it for years and nobody wants to pay what is might remotely be worth to him even though he probably paid $5 for it at the rubbage sale.. er rummage sale...

That one looks like a Standard Rotary to me - the "slim" version. Too bad we can't see the needle and throat plate.
