Jangly/Clanking bobbin? Please help?

The bobbin on my singer 99-13 always sounds so jangly/clanky. Almost like metal hitting metal or the sound of a coin clinking when I turn the hand wheel to form stitches. What is causing this and how can I get it to stop? Thank you

Are you sure it is not the hand crank? Is the bobbin threaded correctly? I put some plastic tubing over the foam part to reduce the space in between the spokes.
