Need help deciding if an old treadle is worth fixing up

The decals are very nice, I have yet to find a machine with flowery decals. I have mostly post 1920s machines with simpler gold decor. Your Queen is a good find. I could not find anything spot on regarding your model , there are similar Whites, but not fiddle base and with a different top tension mechanism. It needs further investigation, I'll bet you would get more info on the Victorian Sweatshop.
The solution for the treadle legs is usually to have it welded, it's well within doable. It's mostly a question of time and money. The second solution is keeping and eye out for a pair of treadle legs. They turn up, search ebay, craig list, maybe post on the mention VS forum, maybe tracking down a local source. Treadle irons can be expensive and go for next to nothing, even give away. With a bit of luck and patience a set of legs will turn up. It would of course help if you machine has a more common cabinet type.

Judy, since it's a White machine, maybe you could get a set of White irons and there would be no repair needed. I'm in Texas, so things might not be the same where you are, but you can buy lots of irons that have been made into tables on Craigslist.org pretty cheap.
That said, I know nothing about treadle sewing machines, so I don't know how common the White irons are.

I missed the broken irons -
I picked up a quite a few sets of irons when I bought out someone else's garage full of stuff (was two van loads of stuff). I know I've got a couple of sets for White, but not sure if they are the taller ones or not. I'm not in the business of selling vintage stuff, I just managed to accumulate way more than I need and would love to be able to rehome some of it. the only condition is you need to come pick stuff up.
