Thanks but I had already found this. Bobbin seems to want to spin on the shaft. Now I noticed the shaft is split. I wonder if the bobbins are worn and maybe I need to use that spilt to spread it out a little to secure the bobbin?
also the stop function for the needle bar does not appear to release. Will it be an issue to use it that way? Or how do I fix that? Treadles smoothly with little effort.

Ok that did the trick so bobbin is now wound. Machine threaded and it sews a nice stitch. Now I have one more problem. There is a small wooden piece that is serving I believe as the brake. In looking at some manuals on the web site it looks like that should be metal with a guide for the belt. Looks like maybe the guide was removed and this wood brake but in. This wood break has a lot of side to side movement and appears to cause my belt to run off track. Suggestions from the experts?
Here is a pic of the brake area.
