Singer 414G Mystery Bobbin Winder
I'm hoping someone has one of these. When the latch type thing on the right of the machine is pulled out, the bobbin winder tire is supposed to butt against the wheel. I suspect the culprit is the spring with the hook on the end. Logic tells me that the hook should hook to something, but I don't know what. For all I know, a part is missing.

Looks like you might just need to put the screw put back in with the spring in place.

Mike,
Thanks for the clear photograph. Unfortunately, it confirms what I suspected. Someone has "fixed" this with a shorter wire. There is no way I can hook my spring where yours is. On to the creation of a new spring.
