What kind of machine is this?

Almost every machine made since the advent of electricity could be had motorized or not. The instructions your mother has may well be for that machine. The only part that wouldn't apply would be the motor instructions.
Many early Singer machines had manuals with treadle, motor, and hand crank section.
I'm betting that is what she has.

I have the same cabinet with a little wood decoration and it held a Free.

It looks like it would operate much the same way as a Singer 27/28, if you are looking for a manual.

The attachments will be top-clampers and those are hard to find to match your machine exactly because so many different kinds were made. I hope she finds everything she needs to get her running!
