I use my craft/cutting table to pin baste. I also use binder/bulldog clips. I spread out my backing fabric, clip it down around all sides of the table. Lay out my batting and repeat the clipping process. Then the top and clip all three pieces. Then I pin it in all directions with pins about a hand-width apart. If you don't have a table at home to accommodate this possibly at your local church or firehouse?

Pull backing tight then lay batting and top down. Pin baste very close together.
When quilting, use the walking foot or darning foot. support the quilt well so there is no "drag."
Using basting spray is another option that I am going to try soon.
It would be helpful to know at what stage you are getting the puckers. Just when sandwiching or when you start to quilt and what you are using to baste and to quilt.

I tried a lot of tricks & always had a lot of puckers until I tried spray basting. There has been a lot of discussion on the board about it, both pros & cons, but I love it & it has made a big difference in my machine quilting.
