I read on Missouri Star Quilt web site they charge 2 cents per sq inch.

Yes, depends on the area you are in and how you want it quilted. More dense quilting=more time=more $.

How do I figure out what that would per square yard rate is using the $.03 per square inch rate?

That's really expensive, isn't it? I've seen people on this board taking stuff in for much less than that. This rate is what my local LQS charges.
