Need A Neater Way To Fill Muffin Cups

I love to make muffins and I use the paper liners in my muffin tins, but I have never found a really good way to fill the muffins liners without making a mess, i.e., drips of batter on my tin.
Can anybody help with an idea to make this part of baking easier?

Ice cream or cookie scoop, depending on the size. If its a regular size cupcake pan, then the ice cream scoop works but if its mini muffins then there are different sizes of cookie scoops that works great.

All of these ideas work. I have also transferred the batter to a large measuring cup with a spout. Made a batch of cupcakes the other day but used banana bread. DH loves it. BUT I don't use the papers or tins. I use flatbottom ice cream cones. You eat the whole thing. No paper to throw away!
