Could it be a boot scraper? My DH will be home in a few minutes and I'll ask him, but I think that's what it is.

Edit: I missed some of the posts and didn't see that Loretta already suggested boot scraper. I still think that's what it is, even though it's small. Perhaps it's a child's boot scraper? Here comes DH, I'll ask him.

Edit2: DH didn't know. That surprised me, he usually knows about odd things like this. Guess he's not perfect. :( I'm still opting for boot scraper.
