To me a stencil is a design on plastic, cut channels, but it has little bridges at intervals to keep it attached to the sheet of plastic. Cutting something entirely away,to me, is a template. There was at one time an electric gizmo that melted the plastic to make the channel, then you could lift it to create the bridge, on and on....don't know if it really worked.......
