I saw cute pillow case dresses made for little twin sisters. Each girl chose the theme and color fabric. Each had a large daisy type, color coordinated flower for her hair.
Small pocket purses. Simple lined with ric rac used to fasten a little pocket on the outside and extend over top for handles. These might be favors for everyone.
A crown.

What about a couple of doll dresses for a favorite doll. Or make 1 dress to go with a small (store bought) rag doll. Or, some small stuffies. Lots of free patterns on the internet.
Or, when my daughter was small, she loved small dolls and toys. (Mini's) What about making a cute draw string bag with a few small miniature toys. (They have some cute little animal family's or mini dolls. They even have mystery bags in Walmart with mini toys in them.) My grandson loves the mystery pack of Hotwheel Cars and Thomas Trains. Note to self, I need to make him a bag for them. Hmm, the mom would probable love a set of cute draw string bags to organize toys. Here's a couple of links to cute tutorials:

I'd probably make sleeping bags for her stuffed animals:

On this page she shows how to size sleeping bags for different stuffed animals (warning: cute!):

I made my granddaughter a Barbie Tote. It's a fabric basket with a big ruffle around the outside for Barbies( and Ninja Turtles -LOL) she also loves pillowcases- great Minions fabric at Walmart. Purses and zip bags are good. One of the best gifts were aprons that I made several years ago. The favorite was pink with cupcakes and brown/ white polka dot straps and reverse side. Have fun. Hope one of these may be what you are looking for.....
