What do you do when person doesn't receive the item

If there were no steps taken by either side to prove either the item was sent, the item was received or a clear understanding that you weren't responsible then kinda by default you take the hit.
The details of responsibility should have been set when the order was placed, like insurance, proof of delivery, whatever applies to either the sender or the recipient so there aren't any misunderstandings and the other person knows exactly what to expect.

When I send Priority Mail it has "free" Delivery Confirmation when you pay & print the label on USPS.com website. If I don't ship Priority, I make the trip to the post office so I at least have a receipt that indicates the zipcode mailed to & date mailed. I write who I mailed to on the post office receipt & file my receipts.

PayPal sides with the buyer and the seller has to prove that he did the right thing. Don't know how you do that without delivery confirmation or something like that.

I would allow at least 30 days just in case for the pkg to arrive. If you didn't insure it and it doesn't show up, I'm afraid you are out of luck. However, remember one thing either the PO does their job well and pkgs arrive quickly, or if they don't it seems to take forever. Usually, if you give it enough time it will show up. Remember, patience is a virtue.

PS. I use shipping through ebay.
Donna Jean you are correct on the private USPS website. Delivery confirmation is for Priority only there.

since you don't have a delivery confirmation paypal will reverse the charges.
you have zero proof that you ever sent the package so paypal and the credit companies are going to take her side on the issue.
