I don't think it's too busy. I love it!

When I look at your layout, I get the feeling of a coral reef under sea. The colors and tonal qualities give the feeling of sun shining down thru the water into the bright colors of tropical reefs and fish.
It would be cool if you had some large tropical fish prints that you could fussy cut and add here and there over the quilt top.
LOL, clearly I like your top and colors, it sent me to fantasyland.

I would do a small black inner border and then an outer blue border. I know will love it

If you put sashing between the blocks it will break up the illusion of circles. I like it just the way it is.

But I'd rather hear from you all.

Thanks
Maybe some sashes in a solid coordinate would settle it down. I know a lot of my quilts are busy but I try to include a lot of solids to quiet them. Here's a link to the ten minute block I finished a while back. Lots of color diamonds but bordered mostly in white.

I love it. Reminds me of sun coming through a stained glass window.

That is a striking, fabulous arrangement. I wouldn't change a thing. I love your colour scheme, but then again, I'm partial to blues and greens.
