The walking method others described should work, but first it's a good idea if you have not already done it, to coat the underside of your ruler with rubber cement and let it dry. You will find that there is almost no chance of it slipping on the fabric, and it doesn't hurt the ruler. I found that tip on this board and it's one of my favorites.

I agree with the others who have said to rip. Measure a bit wider (at least 1/4"), take a small snip in the fabric and PULL! It feels really good to do that some days. I would have been happy to do it for you yesterday!

I'm in the ripper club. Just remember to measure a bit (at least 1/4" wider than you need) and let 'er RIP!
