Fabric ?

I buy what I love, and don't worry about the designer. I also buy wherever I like fabric, so my quilts sometimes have LQS/WalMart/JoAnns/Hancocks all mixed in together. The quality differences aren't that noticeable in a finished quilt.

I don't buy fabric BECAUSE it is a particular brand, but I have found that some brands consistently carry what appeals to me. So if I see a store or a website that advertises P&B, for instance, I know that they will have something that I will like.

I buy what I like - pattern, feel, colors and color saturation are important. I also know that some brands bleed more or fade faster, including some from higher end manufacturers, and I stay away from those.
As someone said there are designers and manufacturers that consistently have things I like so I tend to gravitate toward them, but I'll buy what feels right for the project at hand.
The exception to this is Michael Miller solids. I'll save up for those if I have to - although I just bought a bright turquoise from JoAnn's with a brand name I didn't know, just because it was such a beautiful color.
So yeah. I guess I don't have any rules. Haha!

I seldom look at the designer. I look at the color/print.
And make sure it is a good quality fabric.
Sometimes you can tell by looking at the fabric whos it is.
I don't shop that much to know all the designers,
always working from my stash.

When the difference in quality is obvious I purchase high quality. The prices at Joanne's is going up but the quality has not improved. I looked for their April Cornell-good name -(that was in the recent Jan flyer) at three stores and found it at their Super Store in Columbia, MD. The quality was not up to the image of AC items.
