Cheap embroidery designs are at http://www.emblibrary.com. They've got tons of them and you can sign up for their newsletter, birthday club and Christmas club. You will then get free designs on your b/d.
I wish they had Paypal for checkout :)
They do!! They just added it probably this year!

You need to sign up but both are free.

When you find a designer whose designs stich out good, stick with that designer, not all designs whether they are free or you paid for them are good. hope this helps

I recommend Emblibrary. Register with them and you get notices of sales and discounts. they have free monthly designs and some nice projects.

I have purchased designs from Embroidery Library and Oregon Patchworks using Paypal. They send you a link to download the designs.

If its free your looking for then all I can say is keep your eyes peeled. I have been doing embroidery for well over 20 years and I have more embroidery designs than I will ever sew..many many of them were for free but I sure have spent lots of $$ on them over the years. a few of my favorites that I don't see listed here for you are Planet Applique~ Applique Momma~ Embroidery Boutique~ Jolsen's Designs~Embroidery Garden Digi Stitches and Embroidery Bayou...just to name a very few. I have lists and lists of places that I frequent. If your interested in more I will be glad to share some more. Although your checkbook may not be happy about that idea. =)

This is the advice that I would give you too, stitch them out on scraps first... some of the freebies aren't digitized as nicely as others :D:D:D
