I wrote on everyone's scissors. DH has his, DD has her's, they'd better not touch mine. DD had a friend over that wanted to see if my rotary cutter was as sharp as DD told her it was. I noticed the nicks in it the next time I tried to use it and found out that the friend had cut a couple of straight pins with it. Not good! The next time she was here I told her that if she got into any of my sewing things that she wouldn't be able to come back. That did the trick.

If they still cut okay you might try using an alcohol swab to remove any residue from the scallions.

I found scissors on sale one time for $1.59 (of course not good ones) but I bought 10 pairs and left them in strategic locations throughout the house. Then informed my DH that any scissors in my sewing room are OFF LIMITS and touching them could lead to his immediate demise!

Also heard Fons and Porter give a talk one time where they suggested putting a padlock through the handles!

If I hide them I may not find them for a month. When my kids were home they new don't go in or get anything out of mom's room or use my scissors.

Make sure everyone in the house has his own pair of scissors. Write their names on with a sharpie or label maker.
