I vote for make another quilt. First find out if he likes this particular quilt or does he just want a quilt of his own. If it's this particular quilt, then either make another one like it but bigger. If he just wants a bigger quilt, let him help you decide on the design.

Lisa has the best idea here. You can make up another quilt and then have more scraps (Bonus!) and with those scraps and the scraps from the first, make a THIRD quilt! See how easy that was.
There is a pattern called Lovers Knot-you can google it. Fast, pretty and the name says it all.

Lovely, lovely quilt. What about adding a boarder using the colors in the existing boarder. Extend 2" green, 1/2" yellow and 3" blue. It would be some work, but would be worth it.

A pieced border of more blocks would look the best. Just solid strips of fabric is going to look like more border than quilt top. Also looks like the quilt is square, for a bed quilt you will need more length.

While that may be the traditional shape of a quilt, and perhaps what works for you, not so for all!!
I have found that I have been opting for square quilts more and more as they give lots of drop on the sides, as well as the pillow tuck and end drop.

Plus when two are sleeping together, it gives the extra width for the quilt-wars.
Which really, isn't that the issue MaryKatherine is facing here?

I'd go with a pieced border. Just a 12 inch plain border would take away from your beautiful quilt.

Well, I found this sunflower fabric that looks like it would be a perfect border. Your quilt looks like Sunflowers to me.

Yes, I would go with a darker small print blue, so it doesn't take away from your flowers.
