I think that you should do a double blue boarder before the black. it will look more finished, at least to me. the zig zag one looks nice but not like it is going to finish the quilt.

If you go with #2, I'd use narrow black border first to contain the color. Your aqua star tips are going to bleed into the aqua border otherwise. I am finishing one right now. My star is orange/rust batiks on a cream batik ground, so the first narrow border is a deep brown.
