Everyone has their own idea of what "dreamy/feminine" might be like. What is the recipient's idea of dreamy? Maybe it's more of an ocean/water theme; or floral; could be fairy-like or butterflies; lace ... Perhaps she should pick out a focus fabric that says "dreamy" to her, and you could design around it.

If you google “Shabby Chic quilts” as “images” you will find gazillions of quilts in the soft tones you are seeking to use.

Coulld this be a double Irish chain with the background being a loose floral? That’s what it looks like to me and I think this is very dreamy and feminine. It would look stunning in the colors you need. I think the key though is getting the loose floral background

I know I'm kinda late to the party here, and you already have lots of great ideas here, but I just wanted to add that the fabrics and quilting designs you choose can make almost any pattern girly and feminine. Soft pastel colors really say dreamy.

you can also add touches of lace or a scalloped border to soften your quilt and make it more feminine.
