Please Help Suggest a Quilting Pattern for Horses

I took a class to learn this splintering a pattern technique, but now that the pattern is apart, I'm not sure what to do next.
How would you quilt this? It's a small size and will have flannel on the back so my GD can snuggle up with it. Therefore, I think less is softer in the quilting scene. But, I'm really stuck about what to do with all those little squares making up the horse pictures. Ideas??

How about doing an outline around the horses, and a stipple that looks like ripples in the water like this

hi i made a similar quilt. I hand quilted around groups of horses & with individual horses, i handquilted that single horse. Perhaps if you know how to a french knot that could be placed in small squares. Or use a close zigzag stitch alternating between squares.
