I no loner hang clothes because of allergies but I did used to make bags from toddler dresses by sewing up the bottom and putting it on a regular hanger.

mts, I have one like the one you're talking abotu but I don't have a pattern for it. If I took a pic of it, do you think you could make a pattern by it?

I still hang my clothes out, but I just use an ice cream pail and set my basket on a little bench my hubby made along with the pail.
