I'm ready to try a green cutting mat. I am under the impression that my white mat actually wears out the blades faster. Any comments?

True. I found the white mats are rough feeling, and that is what wears out the blades.

Are you saying that you can use these Harbor Freight blades in a 45mm Olfa? Or are you using the device that HF also sells?

I am a bad quilter I use a piece of masonite for my cutting surface and when it wears out I just flip it over and use the other side.

And I have had the same blade in my rotary cutter for the past 2 years.

I don't change my blade until I see that I have to go over it the 2nd and 3rd time and then I figure it's past time and I got my moneys worth.

Yes, you can use them in your fabric rotary cutters, such as Olfa, etc. I don't know what the carpet rotary cutter looks like. They work great in the cutters we always use to cut out our quilts.
