Yes, you can quilt through insulbrite. I do it on all my table toppers and runners with no problems. I like to use them to put hot dishes on for serving. They get laundered fairly frequently and come out great.

This what I do. And if I want the look of quilting, I hand quilt the top layers just thru the batting and up.....it is too thick to go thru all the layers and I'm nervous about going thru the insulbrite and putting holes in that.
