I would fix the center and go over any of the hand sewn seams by machine if they look weak. I wouldn't remove the hand stitching but just sew over them so you preserve her hand work and you can feel the love. What a treasure and you want to be able to enjoy it.

My grandmother was a very practical woman - if something didn't work you got it fixed. She found some crocheted bedspreads that were twin size - she gave them to me because of my daughters and she knew I could do the work to repair the one that was damaged.
Not knowing your family I can't say for sure, but unless your cupboards need useless fillers - my vote it: Make it so you want to use it.

You answered your own question. The quilt serves no purpose wrapped in tissue and tucked away somewhere. Repair it and enjoy it. Consider it a collaboration with your grandmother, and you will enjoy it even more!

Your grandmother would be proud knowing that you chose to work on the quilt she had intended for you to have instead of leaving it wrapped up and stored away. Sometimes two quilters are better than one!
