Those may be the 'leftover' quilts too, ones that didn't get finished. Maybe the family does have other quilts but can't take any more, or maybe there really aren't many family members remaining.
You could also try your local church, library, or quilt guild. Some state and town services take donations for families who have had fires or fallen on hard times. Even if you donated them to Goodwill they would be purchased and used as well. Nothing wrong with that.
