    I believe it has something to do with milling fabric or yarn. Some type of a shuttle device. Probably used on a loom.
    Did you get it at a flea market? I bet it is rather light weight. Looks like it would be.

    My grandmother used to tat and she had a small shuttle or whatever it was called, so my guess would be the ones who said to flatten or press before quilting.
