I'd probably go with the second one and use the scrappy binding and varigated thread for quilting. Can't wait to see this completed - so pretty!!!

I also like the second one better. As to your question on the binding, if the border was plain I'd go with the scrappy binding. If you use your proposed insets I'd bind in plain black so not to detract from the beauty of your quilt and border.

As a new quilter I'm sure not one to tell someone how to do anything; however, the second picture with the blocks tilted is very appealing to the eye. Love your quilt, it is beautiful!
