Horizontal but I would put a narrow blue border on first then the strip and finish with a blue binding.

Horizontal. Vertical might be pretty difficult to keep perfectly straight. And it would be noticeable if it was the least bit off. Please post pic when you are finished.

I ii was me, I'd frame it by using long stripes along each side, and mitre the corners. But I just like to do things differently. Will be nice which ever way you choose.
