I like the idea of taking off the yellow and using a dark frame and making the block 9 inches. Perhaps you might want to turn some of the blocks so its not a directional quilt. If you use the "other" fabric for the border, sew them so they go clock wise around the quilt. This may help make it not so directional. As for the back perhaps you can cut the fabric into larger blocks and sew them in different directions too. You probably can tell I am not fond of directional quilts.

It used to be that panels & prints ran with salvege and were symetrical. Not any more. I have had the same problem, some panels more off then others. Does not matter where purchased. Many good suggestions above.

If you are just going to use the blue as alternate blocks -
Are all the tractor blocks/units the same size? if so, just cut the blue the same size as the tractor squares.
There is no law that says that the blocks MUST be square - But all the same size and consistent sized rectangles would make it go together better.
It looks like there may not be much of that yellow 'border/sashing' around each tractor after it's sewn together -

I'm sorry but I;m not sure that the blue in between is the answer I like Pink Lady's idea of the chicken wire fabric but as far as the squares go Do they have to be square? they look kinda rectangular to me.Best of luck in your progress.
