Yes I have composted cotton and it works well. Basic rule is 'If it has lived, it can live again' so anything natural can be added to your compost system or soil.

In Australia we pay, on average, about $26/metre with some up as high as $45/metre. Our dollar is often the same value as the US dollarso that will give you some comparison!!

Yes I have found that it shrinks about the same as cotton as well. I wash before I use. The other thing I have found is that it 'fluffs' in the bobbin casing and the machine needs regular cleaning.
